Growing up in the 70s being a cashier or stockperson was a stepping stone to becoming a manager. Now being a manager doesn't pay enough in some areas. PT employees of any service industry means no advancement without a college degree (and who can afford that) and no benefits. So you hold down three "stepping stone" positions and can never catch up.
