I can't speak for every publication or editor but I do know that one translation of that quote is, "This isn't even good enough to call a first draft and we don't have enough free staff to fix it".

Increase your odds of acceptance by at least using the most basic of formatting guidelines in conjunction with the publication's guidelines and you stand a better chance. :-)
