I don't think it will ever truly be "over". The best predictor of future behavior is past behavior. The last two years come spring everyone takes off the masks and starts hanging out in large numbers. Mardi gras. St Patrick's day. Spring break. The numbers will jump, activities will be modified by the government. Money will be made for tourist season and then they will shut everything down again or at least severely restrict it.
