I personally think they should be shutdown. Let writers stand on their own merit. Do good work and you'll get read. Publish garbage and... but working volunteers like crazy by putting bowties on turds to make them publishable is unjustified. If your work needs a basic rewrite then clearly you don't have what it takes to be a writer.
