Maybe aliens aren’t so crazy. The U.S. government is about to help us find out. The idea there aren’t any smarter life forms out there seems like a human personality flaw.

Project Bluebook is from 1945 I believe. It's a long defunct federal government program that investigated allegations of ETs and UFOs.
Didn't read the book but I did watch the TV series.
Close Encounters of the Third Kind was based on data that had been gathered in Project Bluebook.
