Public domain is just that - public. These wannabes would have to change out 50% of the content generated to make it "theirs" so that it can be copyrighted. I don't see why this is even a question for the courts.

Spinners aren't allowed so how is this any different? You feed the app a jump starter and it does the rest. You're feeding an idea to an app, NOT writing.
