The quickest and easiest form of a shoutout is what I just did here. Highlight a section and instead of hitting the bubble (comment) or pen (highlighter) I hit the tweet bird instead.

If each reader did that in each piece they read we'd all be stronger for it and it takes no more time or effort to do it than a usual highlight.
