Why go through the trouble of creating a publication to post ONE story?

…on suitable to submit a few short stories about that topic to, so I did the logical and easy thing. I created yet another publication on Medium called “Economic Development,” published a story to it, and now only occasionally contemplate adding another one.

Why go through the trouble of creating a publication to post ONE story? Why not just self publish it which is essentially what you did in the first place.
